Apparently BP has a history of aggressive corner cutting in terms of engineering, construction, and safety.  When this is mixed with aggressive pursuit of oil deposits in challenging locations, it's only a matter of time before something disastrous happens.

There was apparently a catastrophic failure of a deep water BP rig in 2005.  Fortunately, the rig was not in production yet, or we could have had a similar oil spill five years ago.

Unfortunately, it takes disasters, not near-disasters, for people to sit up and take notice.  I'm not a fan of excessive regulation, but for situations where there is a large common resource at stake, there ought to be some equivalent of a DUI or reckless driving charge.
